The staffing alternative that the HRA chose to pursue is to:
r
_
..
IS

o Name the Community Development Director as its Executive Director;
o Seek the creation of a part-time (20 hours/week} Housing Coordinator position,
and;
o Utilize a portion (8 hours per week) of the Community Development Senior
Office Assistant's time.
1 This action by the HRA is based on discussion that has been evolving over the last
1 several months and that was forecasted to the City Council at their December 18,2006
}  meeting.
a
,

i

i
Purpose of Proposed Chaes
The TtA's purpose in seeking ihese staffing changes is to:
A) Maintain better integration between City activities and HRA activities by having
staff that is common to both;
B) More efficiently operate the HRA by having more staff hours dedicated to its
staffing within their existing budget.
Past HRA Staffin
? In 2006, the HRA employed contract employee Cathy Bennett as its Executive Director
 at aaa hourly rate of $80.D0. The annual costs of Ms. Bennett's services was capped at
? $45,000 (meaning that if she were to bill for all of her hours, she would be devoting
 approximately 11 hours per week to the HRA — in reality, Ms. Bennett was actually
3] providing additional time, but was absorbing those costs).
3? As of January 1,2007, Ms. Bennett's hourly rate increased to $100.00 per hour— a rate
x that the HRA felt it could not reasonably afford.
HRA Staffing Council Memo Page 1 of 3
