L Prior to her acting as a contract employee, Ms. Bennett was an employee of the City's <br />� Community DevelopmentDepartment and had served as the Roseville HRA Executive <br />x Director since its inception in 2002. <br />� Mernbers of the HRA and current Co�aazaauzaity Development staff inembers wish it to be <br />5 known that Ms. Bennett provided exemplary service to the �rTtA as its Executive <br />6 Director. <br />? Communit� Development Director as HRA Executive Director <br />� As the Community Development Director, I advised the HRA that I would be unable to <br />!� provide them with the additional eight hours per week that they are requesting without <br />1[:� reducing the time I spend on other functions. My suggestion is that the role of existing <br />11 Community Development staff be amended in order to make more of the CD Director's <br />1� time available to the HRA. This suggested amendment of Community Development's <br />]? staff allocation is as follows: <br />]� G o The Community Development Director is the primary department liaison to the <br />1� City Council (as exists today) and becomes the primary liaison to the HRA; <br />I� o The City Planner becomes the Planning and Development Manager and serves as <br />I? the primary liaison to the Roseville Planning Commission (currently the CD <br />l ls Director and the City Planner share this role) and the presiding officer in the <br />1 � Development Review Committee. <br />�+� With the changes to the City Planner's responsibilities, the CD Director would have the <br />? � time required to be devoted to the HRA. I have no doubt that the Current City Planner, <br />?? Thomas Pascl�e, has the ability to serve this role. With the creation of the Associate <br />?.� Planner position in 2005 and the professional growth af the incumbent Associate Planner <br />��� (Bryan Lloyd), I al�o have no doubt that the City Planner can delegate some of his <br />:�.� existing work in order to be able to provide the time necessary to fulfill this <br />� G recommended role. Such a change in duties for the City Planner andlor Associate <br />�� Planner, however, may require a salary adjustment. If the CD Director is ultimately <br />i$ appointed as il7e HRA Executive Director, however, the HRA would contribute <br />�4 approximately $23,000 to the City for his or her services; this would offset any increased <br />3 fl costs to the City for salary adjustments to other CD positions. <br />31 Without these, or similar, organizational changes within the Community Development <br />��' Department, the Director would be unable to adequately fulfill the role of HRA Executive <br />�3 Director. <br />3� New Part-Time Housing Pro�ram Coordinator <br />35 The HRA's staffing recommendation also included the creation o f a part-time Housing <br />3� Program Coordinator position to administer programs such as the Ownership Rehab <br />�� Program, the First Time Buyer Program and the Neighborhood Improvement Program. <br />3 8 The current 2007 HRA budget would allow for a mid-level housing employee to provide <br />�� approximately 20 hours per week toward the coordination of these programs. <br />�I I� This position would technically be a City employee serving, either by agreement or <br />�4 ] contract, the needs of the HRA. As such, the creation of this position would require City <br />�?
