�� POLICY OBJECTIVE <br />�$ Alternative energy source and use research is consistentwith the recently <br />�� adopted Imagine Roseville 2025 Report. Specifically, as it relates to Roseville as <br />�� an environmentally healthy community and to: maintain and improve city <br />�� infrastructure in an environmentally friendly manner, support environmentally <br />�� friendly energy options for governmental needs, model energy conservatio� and <br />�� encourage alternative energy, provide efficient and cost effective public <br />�1 infrastructure and plan for long term capital requirements. <br />�? <br />�3 <br />�� <br />�� <br />�� <br />�`� <br />�� <br />4� <br />�� <br />�l <br />��2 <br />It is a high priority to maximize the efficiency levels of the facility. <br />The request for proposal process is consistent with city practices. <br />The planning process is also consistent by involving the community as previously <br />demonstrated by the City of Roseville. <br />FINANCIAL IMPLICATION <br />Funds are available in the building replacementfund for the study as well as the <br />proposed project. <br />5� <br />5� Staff has had preliminary discussions with Xcel Energy. It appears that a portion <br />�� of the study may qualify for rebate funds. It would be the intention to submit an <br />�� application. <br />5� <br />�8 STAFF RECOMMENDATION <br />�� Based upon the recommendations in the Imagine Roseville 2025 report and the <br />�4 recommendation of the Parks and Recreation Commission staff recommends <br />�I that a stringent energy audit and geothermal technology feasibility study be <br />�� conducted to verify numbers, components, and further analyze our specific <br />� situation regarding the overall feasibility, financial advantages and <br />�4 disadvantages, risks, challenges and opportunities. <br />�� <br />� Staff further recommends that the feasibility study look long term into the viability <br />�� of the OVAL converting to geothermal using the potential excess energy to heat <br />�� and cool all City Hall Campus buildings.
