Mayor Klausing opined that, even with the expi- ration of the moratorium, the City Council could continue their dis- cussions in conjunction with implementing the community visioning process; and spoke in opposition to continuing the moratorium. Councilmember Pust thanked the study group for working as hard as they had and in accomplishing an amazing amount of work in a short period of time, while balancing the rights of current and future private property owners with the preferences of the community as a whole. Councilmember Pust spoke in support of receiving a complete set of recommendations from the study group on May 14,2007, recognizing the expiration of the moratorium. Councilmember Pust further opined that the study group had highlighted the issues and policy questions, and was turning it back to the City Council as elected officials to make decisions based on their political will to make changes if deemed beneficial to the community. �� Councilmember Roe concurred with Councilmember Pust's observa- �;� tions; opining that he didn't anticipate a major influx of applications �� for lot splits prior to a Council policy being in place, with several ap- �� plications maybe considered under current ordinance, but recognizing �� that as part of the process of doing business. Councilmember Roe �� spoke in opposition to an extension or expansion of the existing mora- �� torium; and expressed interest in receiving the complete study of the �� �� �1 �� �3 group. Councilmember Ihlan had no objections to receiving the complete recommendations on May 14,2007. 3�� Mr. Stark noted that the City's current requirements limiting impervi- �� ous surface coverage for single-family residential lots to 30% would �t� preclude any "monster houses" or "NicMansions" in the City; in addi- �� tion to the lack of large-enough lots in the City to accommodate such �� huge homes; and not aware of anyone expressing such concerns about �� single-family home building of that capacity in Roseville.
