Public Hearing -� Public Hearing and Consideration of the Annual <br />Placement of the Water-ski Slalom Course and Water-ski Jump <br />on Lake Qwasso <br />Mayor Klausing noted that three e-��ails had been received, and dur- <br />ing the Public Comment portion of the meeting read them into the re- <br />cord. <br />City of Roseville Police Captain Rick Mathwig summarized the staff <br />report dated April 23, 2007, and Lake Owassa Safe Boating Associa- <br />tion's request for placement of a water sl�i course and jump on Lake <br />�wass� in the same locations as in past years. Captain Mathvvig ad- <br />vised that published notice of tonight's Public Hearing, as well as <br />mailed notice to residents of Lake Owasso, as included in the staff re- <br />port. <br />� 1 Mayor Klausing sought counsel from City Attorney Anderson on <br />�� what authority the City Council had to authorize the water sl�i course <br />�� and jump and what factors the City could consider related to such au- <br />�� thorization. <br />r� �} <br />��� <br />�� � <br />�� <br />��a <br />�f� <br />�1 <br />City Attorney Anderson advised that Minnesota Statute Chapter 462 <br />outlined the regulating authority of the City Council; but noted that <br />when no set standard was apparent, the Council would consider <br />whether the request was consistent or inconsistent with the general <br />public health, safety and welfare of its citizens. <br />� z Steve Youngquist, 391 S Qwasso Boulevard, and representing the <br />�� Lake Qwasso Safe Boating Association was present to provide a his- <br />:�f+ tory of the annual request and the application process through the Cit- <br />�:� ies of Roseville and Shoreview; and the oversight of the Rainsey <br />;� �� County Sheriffs Department Water Patrol. <br />:� � <br />� �3 <br />�� <br />
