Regular City Council Meeting — DRAFT Minutes <br />Monday, April 23,2007 <br />Page 25 <br />1 Mayor Klausing spoke in support of the concept, but questioned how <br />� to proceed in adhering to and mal�ing those policies consistent and <br />�3 representing overall goals. <br />4 <br />� Councilinember Pust opined her support for reviewing each specific <br />�� policy as part of the initial discussion; and suggested that Councii�- <br />� members ask their specific questions of staff on each policy, and from <br />� tonight's discussion, bring back suggested changes to the City Council <br />� for adoption en-mass. <br />1 [.� <br />1� Mayor Klausing concurred with Councilmember Pust's suggestion. <br />l �. <br />13 Councilmember Ihlan spoke in support of getting the policies formal- <br />1� ized as resolutions, including other infonnal policies incorporated in <br />1� the annual budget book (i.e., Tax Increment Financing Policy). <br />1� <br />� 7 City Manager �alinen opined that some of those policies were not <br />18 necessarily budget-related, such as the TIF policy, noting that the <br />]�a policies selected by staff for tonight's discussion have definite budget <br />�+� implications; and suggested that those other policies be addressed in <br />� 1 future discussions, not within the time constraints of the budget proc- <br />�� ess. <br />�:3 <br />�� Councilmember Ihlan advocated that all policies be formalized in <br />�� resolution form, and at a minimum, to adopt what was already on the <br />�� books. <br />�� <br />�� Councilmember Ihlan opined that, since staff was already meeting to <br />�9 initiate considerations for the 2008 budget, and in light of tonight's <br />3� policy discussion, she requested that the City Council schedule time to <br />�1 get a handle on what would be needed to maintain City services. <br />�� Councilmember Ihlan noted that it had proven helpful in the past to <br />�'� identify new needs or projects in order to maintain services and im- <br />3� pacts to the budget; including identifying increased or decreased reve- <br />�:�� nue sources; and parameters or policies for establishing the annual <br />;3fi levy. <br />�'� <br />
