Resolution — Adopt a Resolution Appointing an Alternate Repre- <br />sentative to the North Suburban Communications Commission <br />(NSCC) <br />Mayor Klausing suggested appointment of Councilmeinber Dan Roe <br />to serve as an alternate to the North Suburban Cable Commission, <br />with Councilmember Kough serving as the ongoing appointee. Mayor <br />Klausing observed that, as the x�aost newly-elected member of the <br />Council, Councilmember Roe had yet to become initiated as a Rose- <br />ville City Council representative with outside organizations and agen- <br />cies. <br />t 1 Councilmember Ihlan noted that she had attended the last NSCC <br />�� meeting at the request of Councilmember Kough; and volunteered to <br />1� serve in a short-term capacity as an alternative. Cou�.ci���e��ber Ihlan <br />�� noted that pending court challenges to the Federal Communications <br />��.7 Commission (FCC) rules, and related regulatory and legal follow-up <br />�� discussions and monitoring, were in line with her legal expertise and <br />�:� should be a prevalent consideration for her serving as an alternate. <br />�� <br />�� <br />�� <br />�� <br />�� <br />� <br />� [� <br />�7 <br />�� <br />�� <br />�� <br />�5 <br />�� <br />�� <br />�� <br />Mayor Klausing questioned the rationale for a two-step process, a <br />short-term appointment followed by another long-term appointment, <br />of an alternate; rather than a one-time appointment of an alternate. <br />Councilmember Roe willingly volunteered and expressed his interest <br />in serving as an alternate for Councilmember Kough, emphasizing not <br />as his replacement, but as applicable in Councilmember Kough's ab- <br />sence; and observed that Cou�ci��nember Kough didn't have a legal <br />background, yet was serving as the City's appointee to the NSCC. <br />Councilmember Roe observed that he currently had no outside City <br />Council activities and was eager to assume additional service as a City <br />Council representative outside the confines of regular City Council <br />legislative duties. <br />
