Councilmember-Initiated Items for Future Meetings <br />Councilmember Ihlan requested, with Council consensus, to direct staff and <br />the applicable Advisory Commission, at the discretion of City Manager Ma- <br />linen, to research City Ordinance to determine whether a potential gap ex- <br />isted in City ordinance related to shooting bows and discharging arrows <br />within the City Limits, including restrictions addressed by other coin�nu�ai- <br />ties. <br />c. (10.c} Financial Policies — Direction regarding Financial Policies <br />for Budget Preparation (continued) <br />Specific policies are referenced in the staff report dated April 23, <br />2007, entitled, "Preliminary Discussion on City Budget and Financial <br />Policies." <br />Qperatin� Budget Policy <br />Mr. Miller provided proposed language revisions and comments re- <br />lated to this policy, specific to the City paying for all current expendi- <br />tures with current revenues; and budgetary provision for adequate <br />maintenance of capital plan and equipment, and their orderly replace- <br />ment. <br />Mr. Miller noted that in the last 3-4 years, with budget challenges and <br />constraints, the City had deviated from this policy by using reserve <br />funds. Mr. Miller, from a staff perspective, supported the established <br />policy, and advocated for adherence to the policy, given implications <br />on other policies as well. <br />Discussion included estimated proportionate administrative and gen- <br />eral government costs incurred by the general operating fu.nd at $1 <br />million, with them captured in one centralized place and eventually al- <br />located among all funds. <br />� <br />
