Several members of the group stated that they would be present at the <br />meeting. At this meeting, Jamie hoped to have the Council provide direction as to when they <br />preferred receiving the Advisory Group's recommendations—prior to or after the expiration of the <br />moratorium. <br />REVIEW OF DISCUSSION CHECKLIST <br />Kristin Bottemiller, who was acting as the group's facilitator for the evening, reviewed the checklist <br />prepared by Jamie. The checklist itemized those issues the group wanted to discuss and to come to <br />resolution on during the course of the study. If the item had been discussed and consensus reached <br />or recommendation made the list reflected those decisions. Gary Grefenburg questioned whether or <br />not consensus had been reached on the issue of if lot splits should not be prohibited in Roseville. <br />He asked that the list reflect that it is a majority opinion and consensus had not been reached since <br />he is now not supportive of this item. <br />MULTIPLE ZONING DISTRICTS <br />John Stark presented a basic zoning proposal that he prepared for the group. Under this proposal, <br />the city would create more than one zoning district. He suggested that today, that single-family <br />residential parcels are in fact not operating under one zoning district, but under at least three <br />different sets of regulation, which include shoreland residential, standard residential, and pre-1959 <br />residential. He argued that by creating additional single-family zoning districts that the zoning would <br />then reflect the city's actual regulatory reality. As part of this discussion, John provided the group <br />with a map that differentiated small lots platted before 1959 and those after 1959 to demonstrate the <br />location and pattern of lots that currently do not meet current width and area standards. A second <br />map was generated that showed a potential zoning mapped based on a multiple zoning district <br />scheme. Jeanne Kelsey requested that John also prepare another map that identifies nonconforming <br />lots that are regulated by the City's shoreland ordinance. <br />April 92 Meeting Summary Page 9 of 2 <br />
