Public Works Director Duane Schwartz advised that herbicide appli- cation was included in the proposed ordinance. Mr. Neprash advised that, once the City had adopted the proposed or- dinance, it had options to adopt a set of policies for its internal use for notification requirements on City-owned properties. Mr. Neprash fur- ther advised that this would be next on the PWET Commission's agenda to make specific recommendations to the City Council, with staffs assistance. Councilmember Roe clarified with staff that the proposed ordinance amends signag� requirements for posting after application, rather ihan during or before application. Mr. Schwartz responded affirmatively. Mr. Schwartz noted that this particular treatment had occurred on a Saturday, and was performed by a commercial vendor contracted by the City to apply weed and feed applications on an annual basis. Mr. Schwartz noted that com- mercial applicators make a determination as to conditions for applica- tion and signage had been in place following application. Councilmember Ihlan suggested that proposed internal policies in- clude notice efforts prior to application, and if City staff was not on site, that a contact number be provided. Mr. Neprash noted another option would be to stipulate wind speed guidelines in proposed policies. Councilmember Roe noted previous Council discussion that commer- cial applicators were notifying neighbors prior to application. Mr. Neprash advised that this is a voluntary action of applicators, and varied with commercial applicators. Councilmember Kough expressed his personal dislike of the prairie grass surrounding areas of City Hall, and his preference for regular turf.
