<br />� Councilmember Ihlan opined that "all zoning districts," was not ap-
<br />� propriate, and that residentially zoned properties should be allowed to
<br />1� have lawn signa�e on a temporary and limited basis for special events
<br />11 or purposes (i.e., Christmas lights, garden decorations or for scaring
<br />1� off animalslbirds, balloons for parties, andlox congratulatory banners),
<br />1� as long as that signage was not home business-related advertising.

<br />Councilmember Pust concurred with amending the language.
<br />Pust moved, Ihlan seconded, amending language on page 9 of the
<br />clean copy, line 3 8— 44, "�tem C.1 - Prohibited Signs," as follows:
<br />"Any sign not specifically allowed by this Ordinance is strictly pro-
<br />hibited in a11 zoning districts, including ������*�-��� off-site
<br />signs, flashing signs, mobile signs, roof signs, rotating signs, painted
<br />signs, ��F,°�,r,,'•.�TT�,�,•� [andJ billboards."
<br />Additional language would read:
<br />[The following signs would be pe�mitted only in zoning dist�icts des-
<br />ignated as Residential: banne�s, balloons, pennants, spinne�s, wind-
<br />socks, st�eame�s, �ibbons, whi�ling devices, o� light bulb st�ings, only
<br />when used fo� non-comme�czal pu��oses.]

<br />Councilmember Ihlan questioned and sought clarification on the defi-
<br />nition for "Mobile Signs," on the r�dlin�d version, page 5, line 26 —
<br />35, Section 25; as well as referencing the clean version, page 5, line �.
<br />— 6, Section 22. Councilmember Ihlan noted her general concern was
<br />in determining when a mobile sign became per�nanent.
