Mr. Squires advised that the third action recommended by staff in their report dated May 21, 2007, "Adopt the Official Summary of Or- dinance," was not necessary." Public Comment �� John Kysylyczyn, 3083 N Victoria Street l� Mr. Kysylyczyn questioned if State Statute had been referenced with 1� this proposed sign ordinance. 1� 19 �� �1 �� �� �� �� �� �� �� �� 30 �1 �� �� �� .��k �� �� �� �� Councilmember Pust, from her extensive work with the proposed regulations when serving on the City's Planning Commission; and City Attorney Squires from his review of the documents, advised that Statutory changes had been incorporated into proposed Chapter. Mr. Kysylyczyn questioned "temporary signs" on page 14, line 42 of the redlined copy of the proposed document; and questioned how this related to banners, and whether the City was exempt from regulations. Councilmember Pust opined that, once adopted, would apply to the City as well as the public. Councilmember Kough advised that he shared concerns regarding use of banners at grand opening events and other celebratory events. City Planner Thomas Paschke advised that banners were currently prohibited and were proposed to be prohibited in the proposed regula- tions. Mr. Paschke advised that staff attempted to enforce this code violation, however, noted that it was difficult to enforce throughout the City in a timely manner.
