Ordinance — Adopt an Ordinance Modifying the City Code relat- <br />�� ing to Roseville Sign Regulation (Former Consent Tterrx 7.h) <br />:� At the request of Mayor Klausing, City Manager Bill 1Vlalinen briefly <br />4 reviewed the request. <br />� <br />� <br />� <br />� <br />�� <br />JO <br />1] <br />1� <br />�� <br />�� <br />Mayor Klausing sought City Attorney Squires' opinion regarding the <br />steps for adoption and amendment of the sign regulations. <br />Mr. Squires advised that the third action recommended by staff in <br />their report dated May 21, 2007, "Adopt the Official Summary of Or- <br />dinance," was not necessary." <br />Public Comment <br />�� John Kysylyczyn, 3083 N Victoria Street <br />l� Mr. Kysylyczyn questioned if State Statute had been referenced with <br />1� this proposed sign ordinance. <br />1� <br />19 <br />�� <br />�1 <br />�� <br />�� <br />�� <br />�� <br />�� <br />�� <br />�� <br />�� <br />30 <br />�1 <br />�� <br />�� <br />�� <br />.��k <br />��� <br />�� <br />�� <br />�� <br />Councilmember Pust, from her extensive work with the proposed <br />regulations when serving on the City's Planning Commission; and <br />City Attorney Squires from his review of the documents, advised that <br />Statutory changes had been incorporated into proposed Chapter. <br />Mr. Kysylyczyn questioned "temporary signs" on page 14, line 42 of <br />the redlined copy of the proposed document; and questioned how this <br />related to banners, and whether the City was exempt from regulations. <br />Councilmember Pust opined that, once adopted, would apply to the <br />City as well as the public. <br />Councilmember Kough advised that he shared concerns regarding use <br />of banners at grand opening events and other celebratory events. <br />City Planner Thomas Paschke advised that banners were currently <br />prohibited and were proposed to be prohibited in the proposed regula- <br />tions. Mr. Paschke advised that staff attempted to enforce this code <br />violation, however, noted that it was difficult to enforce throughout <br />the City in a timely manner. <br />
