The <br />proposed assessment discussion included in the Feasibility report is consistent with the following <br />City of Roseville assessment policies: <br />• The assessments shall not be for more than 25% of the cost to construct a 32 foot wide 7-ton <br />road for all property zoning. <br />o To meet state aid standards, this road will be constructedto a 9-ton cross section. For <br />the purposes of assessment calculation, we reduce the estimated quantities to reflect <br />the cost to build a 7-ton road. Also since the proposed road is 34 feet wide, we <br />subtract the costs to construct the additional 2 feet of pavement. <br />•�� costs associated with storm sewer or sidewalk construction will be assessed to property <br />owners. <br />• Any utility replacement/repair be funded by the appropriate utility fund and not become part of <br />the assessable portion of the project. <br />Chapter 429 of state statute has two major points to consider when justifying assessments, first, <br />the assessment has to treat similar properties equally, and second, the amount of the assessment <br />has to be equal to or less than the resulting increase in property value. We have explored a <br />number of different options for establishing an assessment rate for this year's project. <br />Option A: Use assessable frontage to establish assessment rate. ($49.671 foot) <br />The City's practice has been to set the assessment rate using actual assessable frontage on the <br />road. Many homes on Roselawn Avenue in Roseville are side yard frontages which are <br />calculated at 10% of the actual lot line length. Strictly applying the City's assessment policy, <br />the assessable footage for this proj ect is 1490.81 feet. This is a little more than half of what is <br />could be considered "assessable frontage". As a result, using the actual assessable frontage of <br />this street to set assessmentpolicy sets the 100% assessmentper foot rate at $198.68/ foot. This <br />significantly increases the proposed assessment amount. The assessment rate for this option <br />would be $49.671 ft($4967 for a 100 foot wide lot). This assessment rate is a little less than <br />double our average historical assessment rate of $251 foot. <br />Option B: Centerline length to determine assessment rate. ($28.051 foot) <br />Roselawn Avenue is 2640 feet long (0.5 miles). If we were to use the actual length of the road <br />
