Actively encourage the redevelopment of blighted commercial and industrial land <br />uses that incorporate planned business atmosphere to provide for a mix of uses, <br />maximize the tax base, increase quality jobs and provide jobs to housing balance <br />in a livable environment. <br />7.0 OTHER INFORMATION (not a component of approval process): <br />7.1 As designed (not a formal submittal) the Kimco reuse/development would include an <br />8,000 sq. ft expansion of the existing 18,480 sq. ft. Franks structure and a 7,085 sq. ft. <br />bank with drive-thru. The surface parking lot for the 26,000 sq. ft. multi-use retail <br />building would utilize the existing parking field on the west and north side of the <br />structure. The proposed bank would be situated in the northern portion of the site and <br />include 4 drive-thru bays the along east side of the lot with its parking field located to the <br />west of the structure. <br />7.2 The proposed redevelopment (interior remodel, addition, and new structure) of this site <br />will require Kimco or its contractor to submit detailed plans to the Community <br />Development Department for review by the Development Review Committee consistent <br />with Section 1�1�� (specific to the Retail Business District) and Section 1010 (Design <br />Standards) of the Roseville City Code. <br />73 Before any building permit or site plan approval can be given by the City, storm sewer, <br />sanitary sewer, and watermain need to be designed and sized properly (currently i I i� a <br />infrastructure is provided to the site). The Rice Creek Watershed must review the storm <br />water management plan for this redevelopment (since it is over one acre) and issue the <br />appropriate storm water management surface water permit. The proposal must also meet <br />the City's storm water management requirements and receive the approval of the City <br />Engineer. A utility plan must be submitted for review and approval by the Public Works <br />Department and Fire Marshal that indicates the location of the properly sized sanitary <br />sewer and water stubs. <br />7.4 Signage for the site and building must meet Section 1 f7�:��� of the Roseville City Code and <br />parking lot lighting (new downcast) must meet Section 1� 10 of the City Code. <br />7.5 A landscape plan will be required that meets the Street Tree Master Plan for boulevard <br />trees along the service drive (those that will not block views of turning vehicles) and <br />includes internal landscaping consistent with Section 1010. Parking lot landscaping is <br />required and staff has discussed with Kimco the preservation of certain mature trees and <br />shrubs around the periphery that will not be impacted by the redevelopment. <br />7.6 No EAW is required for the change in use. <br />PF3680_RCA_O1Q'���,L•,•ti Page 5 of9 <br />
