• Foster a strong and independent business community to facilitate the maintenance, growth, and <br />enhancement of the City's residential tax base. <br />• Redevelop blighted areas, including 35W and Twin Lakes, to facilitate the creation of an enhanced <br />tax base. Started in 1993-4, including completion of Gateway Business Park and Centre Pointe <br />with focus on Twin Lakes that will include new development in 2004 . <br />• Facilitate the development of office and light industrial with respect to I-35W and Highway 36. <br />Completed the Gateway Business Park. <br />• Maintain the appropriate funding levels to encourage redevelopment activities. Applied for and <br />received over $850,000 in contamination cleanup and planning funds from US EPA and <br />Metropolitan Council. <br />• Focus on priority business that the City wishes to attract through marketing the community. Form <br />a venture capital group and identify local entrepreneurs. <br />• Attract corporate decision makers to help foster a strong Chamber of Commerce. <br />• Continue and expand the Chamber/City Business Visitation and Retention Program to retain and <br />attract new business while leveraging the City's All Star City designation. (Star City programs <br />have been disbanded by the State.) <br />• Aggressively recruit major companies to the City. Increased marketing efforts online, in real <br />estate journals and through presentations to development groups. <br />• Work to influence and lobby State Fiscal Policy regarding Tax Increment Financing and sound <br />fiscal management. <br />• Maximize the community's return on investment regarding attractions for tourist industry; i.e. the <br />John Rose Minnesota Oval and retail centers. (Maintain board member presence of the Roseville <br />Visitor Association) <br />• Seek partnerships with the private sector to facilitate the expansion of local companies. (Approved <br />8 Small Business Loans in partnership with local banks.) <br />• Assist local businesses considering a national or inter-national initiative as well as international <br />companies interested in a Roseville location. (Ambassador Program) <br />• Use State programs that provide useful information which assist local businesses' competitive <br />positions and work force needs. (Roseville and MnDTED) <br />• Create research and development cooperation between academia and industry/business. <br />• Create efficiencies and lower costs of City operations to attract development through the <br />following: <br />o Privatization of City services. <br />Appropriate funding of infrastructure programs. <br />Collaboration and joint ventures with other municipalities and governmental units. <br />Vista 2000 Report Page 3 of 24 <br />
