HOUSING <br />VISION <br />Roseville shall be a community with an appropriate balance of attractive, safe, well maintained housing <br />alternatives that are available without discrimination in appealing, well kept, crime deterring <br />neighborhoods with appropriate City services, parks, and open space located in an environment that <br />provides adequate educational, occupational, and spiritual opportunities. <br />GOALS <br />Achieve a good balance of different types of housing alternatives that will meet the needs of our <br />residents through careful use of the little remaining land in Roseville. <br />o Build single family homes in the $150,000 price range. <br />o Provide quality, low-density rental and owned town home units, particularly one level. <br />o Have affordable and/or subsidized congregate rental units for seniors and others with <br />special needs. <br />o Retain an appropriate percentage of parks and open space. <br />o Explore the possibility of redeveloping existing commercial/industrial properties where <br />appropriate. <br />Explore senior housing on Larpenteur Avenue in the area of old City gardens. Currently <br />working with owner for potential development options. <br />Encourage maintenance of existing housing and property. <br />o Maintain strong, up-to-date code enforcement through education and implementation. <br />o Identify and/or developing programs for financial and other incentives and assistance for <br />home improvements (prizes, tax breaks, loans, savings plans, etc.). Inter-government <br />cooperation would be essential. <br />o Provide incentives to owners of older rental units for high maintenance and renovation of <br />buildings and grounds. <br />o Implement Truth in Housing legislation. <br />Encourage upgrading current homes and property to meet move up housing needs. <br />o Identify and/or develop incentives to upgrade (prizes, tax breaks, low cost loans [e.g. <br />Richfield], etc.). <br />o Identify and/or create incentives to enable owners of older rental units to upgrade them to <br />fill the need for quality rental and condo units. <br />o Encourage quality additions consistent with current housing style. <br />o Consider entire neighborhood upgrades for consistent housing value. <br />• Review codes periodically to encourage maintenance and upgrading of property. <br />Maintain and develop close knit neighborhoods for single and multi unit dwellings. <br />o Encourage Crime Watch, block parties, and other neighborhood events. <br />o Promote community events (e.g. education, Rosefest, and other Parks and Recreation <br />Department events, etc.). <br />o Utilize resources, including the Human Rights Commission, cable access, Newsletter, and <br />local newspapers, to educate the community regarding human rights. <br />Vista 2000 Report Page 5 of 24 <br />
