ENVIRONMENTAL <br />VISION <br />Roseville shall be a community that has as its highest priority the quality of life--both for those who live <br />here and for those who work here. Roseville shall be committed to preserve, promote, and improve the <br />beauty, vitality, safety, and serenity of the total environment in which its citizens live and work. Further <br />development of business and industry, shopping, transportation, housing, entertainment, leisure and <br />recreation opportunities shall be in harmony with the commitment Roseville has made to its environment <br />and quality of life. <br />GOALS <br />To postpone, until such time that the new Comprehensive Plan is in place, all new developmental <br />proj ects that <br />o Require a zoning change from Residential; or, <br />o Diminish the amount of wetlands, woodlands, or undisturbed areas; or, <br />o Make alterations to established drainage patterns which are deleterious to existing lakes, <br />ponds, or wetlands; or, <br />o Destroy substantial quantities of valuable trees; or, <br />o Produce a sustained increase in the ambient noise level, or, <br />o Require a zoning change on land that is now open space. <br />It is assumed that the update of the Comprehensive Plan will include strict standards and criteria for the <br />preservation and betterment of the environment of Roseville. <br />The purpose of the above is to assure that adverse long-lasting environmental changes do not occur during <br />the time when the Comprehensive Plan is being revised. It is not meant to stop development. The <br />Environmental Issues Committee is not antidevelopment. We do support postponing projects that may <br />produce long-lasting ill effects on the environment until they can be more fully evaluated in the light of a <br />more forward looking Comprehensive Plan. <br />To protect and improve air and water quality with pollution prevention as the primary focus. <br />o Obtain comprehensive environmental inventories (surface waters, wetlands, groundwater, <br />wildlife and habitat, air and water quality) and publish results to elicit community support <br />and involvement, and to guide City plans and policies. <br />o Develop standards for outdoor air quality, monitor that they are being met, and provide <br />corrective action when they are not. <br />o Develop and maintain standards for air and water emissions, including run-off from both <br />public and private lands. (in progress with surface water mgt. plan) <br />o Manage and reduce public and private use of fertilizers and pesticides. <br />o Evaluate the condition of woodlands, lakes, wetlands, and grasslands; conserve and <br />replenish them. <br />o Phase out all tobacco smoking in public buildings, transportation vehicles, businesses and <br />industries by the year 2000. <br />o Study the consequences of road salt pollution and evaluate alternatives to minimize its use. <br />o Increase greenery to absorb air and water pollutants. <br />Vista 2000 Report Page 22 of 24 <br />
