REQUEST FOR COUNCIL ACTION <br />DATE: O 1 /23/06 <br />ITEM: 7. <br />Department Approval: Manager Reviewed: Agenda Section: <br />_ �.. . <br />� 1 f - F '� � <br />� � <br />5^ .}� � � �1���� � ��� <br />� �� <br />Item Description: Council Approval for the Placement of Traffic Control Signage <br />Background: <br />Staff has researched the past practices of determining the need for and placement of traffic <br />control signage in the City of Roseville. State statute designates the Council or governing body <br />as the road authority. Staff has been operating under Resolution 6946, dated April 28, 1980, <br />which delegates the investigation, study, implementation, installation, or other corrective <br />measures for all matters relating to vehicular traffic conditions to the Traffic Safety Committee. <br />(See Attachment A) <br />As indicated in the resolution, this had been practice for many years prior to 1980. Despite the <br />delegation of this authority, staff has on many occasions discussed findings, held hearings, and <br />sought direction from the Council relating to these matters. <br />Discussion: <br />The City Attomey has recommended the intent of Resolution 6946 be codified for future ease of <br />reference. Staff is supportive of this recommendation and feels the practice of the Traffic Safety <br />Committee studying, implementing, and recommending traffic safety measures has worked well <br />over the years. Difficult issues would continue to be discussed with the Council as they arise, <br />and hearings would continue to be held in situations that greatly affect neighborhoods. <br />Recommendation: <br />Staff recommends the Council direct staff and the City Attorney to draft an additional section in <br />Chapter 602 of the City Code entitled "Traffic Safetv Committee." The intent of Resolution <br />6946 would be codified in this section outlining the responsibilities and authority of the Traffic <br />Safety Committee. They would include the following: <br />Investigate and study all matters relating to vehicular and pedestrian traffic <br />conditions, such as: <br />Parking <br />Speed <br />Traffic control devices <br />■ Traffic and pedestrian safety hazards <br />Other conditions affecting vehicular and pedestrian traffic <br />Authority to implement or install corrective means to improve traffic safety on <br />roadways under the City of Roseville's jurisdiction <br />
