On November 28,2005, the City Council held a public hearing and took public testimony <br />regarding possible adoption of a new section of the City Code — Section 906 pertaining to <br />the International Property Maintenance Code (IPMC). On January 9,2006, the <br />Council scheduled an additional discussianlstndy meeting (January 23,2006) for <br />this item prior to possible adoption on January 30,2006. On January 1��' the ��tA <br />held a hearing on another issue — rental licensing ordinance-wherein opponents to <br />that ordinance suggested better code enforcement especially relating to <br />overcrowding living conditions and parking. Some of these issue can be addressed <br />by adoption of the IMPC. <br />�, f Attached is a staff response to the questions raised at the public hearing regarding the <br />Property Maintenance Code. (Attachment A) <br />'. � At the request of Council Member Ilhan, attached is a comparison of the proposed new <br />code through the adoption of the International Property Maintenance Code and the <br />existing City Code. (Attachment B). Also attached (last items are Council Members <br />comments and responses from staff and City Attorney to language in IMPC.) <br />i,l� Proposed Housing Preservation I Maintenance Code <br />;, � Staff is recommending that the City adopt a Property Maintenance Code to help preserve <br />and improve the appeal and value within Roseville's neighborhoods regardless of owner <br />or rental status. A�'ro�erty Maintenance Code, as proposed, will help staff and property <br />owner become more efficient and cost effective in addressing common residential <br />maintenance issues such as those shown in attachment D. <br />?,t The proposed ordinance would adopt the International Property Maintenance Code, 2003 <br />Edition, with minor amendments to concur with the existing City Code and State <br />Building Code. (See Attachment C and D) The IPMC is the most widely adopted <br />maintenance code in Minnesota cities, similar to the building code. <br />R C D Property Maintenance Code (01-23-06) - Page I of 2 <br />
