(HF0041) <br />1.0 Backgraun�d <br />Tk�e Housing & Redevelapment Au�horitjr (HRA) is as a separate legal �ntity frprr� �he City <br />Co�ncil. The HRA and Cour�cil require azx agreer�ent �'or the use of City fiscal and adz�inist�rative <br />staf f' services. <br />The HRA approved the use of these services an January 17, 200G as evidenced I�y �he attaehed <br />contracts. Since this is a con�ract with the Ciiy it requires Cziy Counci� approval a�a.d t�ae Mayar <br />and City Manager si�ature. T�:e eosts af these se�rvices wil� cpr�e frozn t�e exisiing approved <br />HRA. budget £or 2Q06. <br />Tl�e con�ract for tl�e use of Aasevil�e's Fi�zanc� Depart���e��t to act as the HRA �'isca� Agent is 5% <br />of t�e total HRA adminis�rative budget. For 2005 the HRA adminis�rative budget is $�5,510. <br />The �scal fee based upon the eontract would be $3,275.50 for 200G whzch wrll be a prarated <br />month�y i�ansfer from �he HRA T�und to ti�e G�neral Fund. <br />Tl�e eos�s for administrative s�p�nrt services inelude z�a�i�or �a�o�i:�Zly c�arges z-elated to <br />tihe cnp�ring and distributzon a�the HRA nraoz�t�ly z�eetzng agenda a�d pac�et as �ell as <br />the updatang a�the HRA page o�fihe City's website. The contract proposed is 3.5% n�'the <br />HRA aci��ninistrative budge�. T�e support s�a�'f eon�ract would be $2,292.85 %r 2006, <br />wl�ich will be a prora�ed rr�ont�ily transfer from t��e HRA �'und �o ti�e City appz-c�p�ate <br />fund where the work oecurred. This is the first year that the HRA will be eontracting <br />with the City only for support servic�s since t1�e executive director service is a separate <br />contract. <br />Annually, both the City CounciI and the HRA. evaluates and appz-oves the co�txacts. <br />2.0 Suggested Cou�cil Action <br />1. By rriotion, ap�rove tl�e service contract with �l�e Raseville Houszng & Redevelopmerzt A�tharity for <br />providing �nancial and accounting s�rvices at 5% of the current HRA adrninzstrative budget or <br />$3,275.50 for 2006. <br />2.
