City Cauncil Regular Meeting — 4U09/Q6 <br />DRAFT Minutes - Page 13 <br />Mr. Paschke noted �hat s�aff recommended app�oval of �he <br />rezoning request. <br />Councilmember Ihlan referenced the City's ord�nanc�; opining <br />her opposition fio the propo�ed rezoning and ihe adequacy o�' the <br />existing zoning; and expressing concern� that �he rezoning would <br />eliminate any possible oversight by th� Planning comm�ssion or <br />City Council for iuture inpu� regarding z�edevelopment. <br />Mayor Klausing requested staf�' comment regarding the need £or <br />rezoning. <br />Mr. Faschke noted that the property had pxevious�y been "down <br />zoned" %r ihe Frank's Nursery us�; and sta�'f opined it would be <br />appropria�e to allow �or greaie�r uses on the szte. <br />Councilmember Kough express�d concern that the Counci� was <br />approv�ng zonzng be�are uses weare defined. <br />Mr. Paschke reviewed the role o�' the Plann�ng Commission and <br />City Councii in reviewing bui�ding permi�s and allowance for <br />permitted uses under va�zous zonzng dis�ricts; future uses <br />confoaraming to the site and required setback and parking <br />requirements; and apin�d that staf� saw no detrimental impact to <br />�airview Avenue or the frontage aroad with the proposed B-Z <br />Zoning District. <br />Discussion included the �utur� intent and purpose of the <br />applicant �or the site; d�sign standards vearsus a Planned Uni� <br />Development (PUD) application; and no publie involvement in a <br />�'u�ure site plan. <br />Applicant representatives, Joseph Samuel, Project Manage�r a�d <br />Senior Professianal �ngineer wi�h RLK �ncaz�aorated and Pa�rick <br />McCune oi K�mco Realty we�� present. <br />Councilmember Thlan sought comment from �he app�icant <br />regarding their motivat�on �or request�ng the arezanzng from B-1 <br />to B-2, and why the current zaning of B- � was no� adequate for <br />future redeve�opment, p�icularly when the deve�opmenf aarea <br />was adjacent to a schoa� and resident�al area. <br />
