Mr. Welsch noted tha� some occupan�s requir�d 2-3 caregivers each living in the unit and whether it was perceived by inspeciors as a group home or a m.anageme�t �it. City Attorney Anderson noted that �he current referenc�d l�gal opinion provided by his office didn'i address tha� specifc issue; but whethex a unit had been conver�ed in�a more than one living unii may need to be addaressed.
