Discuss Placemen� of Stop S�gns and No Parking S�gns <br />Councilmember Kough reiterated his concerr�s in sta�f having <br />author��y �o instali signage without prior City Cauncz� approva�, <br />using the receni Northwestern College student parking problems <br />along the Eas� Snelling Avenue �zontage road and ensuing <br />ramifeations, in addition to Lydia Avenue parking issues. <br />Counci�m�mber Kough opined that recipients af pa�rk�ng tzckets <br />shouldn't be ob�igated to pay them if the City Couneil didn't <br />authorize the "No Pa�king" �ignage and questianed �h� City's <br />�zabil�ty. <br />CouneilYnember Kough fuarther addxessed a sign he'd recently <br />encountered in the City s�a�ing, "Don'� park here if you've got <br />your car �'or sale," and ques�ioned who had authorized such <br />signage. <br />Czty Aitorney Anderson recammended, �n acco�rdance with staf�'s <br />Requ�st �or Councz� Action dated January 23, 2006, that staff and <br />the City Attorney bc d'zzected to draft an addi�ional section in <br />Chapter 602 of the City Code entit�ed, "Tra£f c Sa�eiy <br />Committee," and ou�lined the intent for codificat�on of �esolution <br />No. 6946 in this section, ou�lining responsibilities and authority o�' <br />�he Traffic Safety Cammitiee, in accordance wi�h past prae�ice. <br />Gouncilmember Masehka no�ed �hat this practice had been used <br />since 1980 and worked well. <br />Pub�ic Warks Director Duane Schwartz reviewed past practices of <br />Placement of Stop <br />Signs and No <br />Pa�king Signs <br />
