REQUEST FOR CITY COUNCIL ACTION <br />DATE: 02-13-2006 <br />TTEM NO: 4.g <br />Departrnent Approval: Manager Approved: Agenda Section: <br />DW CONSENT <br />Item Description: �ervice Agreement for General Development Support -2006 <br />1.0 BACKGROUND <br />1.1 Attached is a draft service agareez�aent used by the City for general deveiopment support <br />with Barsness Consulting Services on an hourly basis as �eeded. Develapmez�t consultant <br />Cathy Bennett will continue ta assist the city and the department on an �ourly basis, on an <br />as needed basis for ge�eral development issues such as consulting on federal and state <br />grants, revisions to Chapter 7{Economic Development) af t�te Co�aprehensive Plan, work <br />with deve�opers on proposals which require canta�nination clean up or other types of <br />funding, and assistance with nnulti-family housing issues ar�d studies. Ms. Bennett is <br />familiar with t�e Cammunity Development Staff and operations and can assist on s�nall <br />projects at minimal houriy costs. <br />1.2 The serrrice agre�mer�t will not exceed $2 500 for the year and is funded from the <br />approved 2006 Economzc Development Budget, Professianal Services Line Item. <br />1.3 Because the Cornmunity Develapment program and the Roseville Housing and <br />Redevelopment Autharity aare both using Ms. Bennett's services, we are ab�e to share <br />work and reduce overall costs for the two operations. <br />2.0 STAFF COMMENT <br />2.D The staff has reviewed the alternatives. In the past we have had a full time economic <br />developmext a�d grants specialist and this year will be hiring an entry Ievei ecanomic <br />development associate. The expertise that an experienced co�sultant, in this case Ms. <br />Bennett, brings ta RosevilIe will augment what the staff �vill be teaching nur ent�y level <br />assoeiate. <br />3.0 STAFF RECOMMENDATION <br />3.1 Th� staff recornmencis approval of the 200b one-year service agreement with Barsness <br />Consulting Services, to be reviewed annually in Decemb�r. <br />4.0 SUGGESTED COUNCIL ACTION <br />4.1 By mo�ion approve the 2006 Service Agree�nent (attached) with Barsness Consulting <br />Services, Inc and authorize the Mayor and Ciry Manager �o sign the Agreement, after review <br />by the Ciry Atto�ey. <br />Attachments: Proposed service agreeanent <br />BCSBCSRCA-2006-0213Q6 Page 1 <br />
