Consider a Request by Ron Anderson �oar a Final Plat for a <br />10-Lot, Single-Family Residential Development at 952, 960 <br />and 978 Parker Avenue {PF 3665) <br />City Planner Thomas Paschke reviewed the request of Ron <br />Anderson far Final Plat approval of Birch Park, a residential <br />subdivision that redevelops 952, 960, and 978 Parker Avenue <br />into a ten lot, single-family residential development that includes <br />�h� construction of a pubIie cul-de-sac street and public utilities <br />{sanitary sewer and water). <br />Mr. Paschke advised that �taf� recommended approval and <br />advised that each of the praposed lots �neets or exceeds the <br />requirements of the City Code regaarding length, width, size and <br />required setbacks; and that the proposed road includes a SO' wide <br />righ�-of way with a 28' wide road (back o£ curb to back of curb). <br />Mr. Paschke reviewed the angoing work with Larson <br />Engineering and the Capitol Region Watershed Distriet, and the <br />City's Public Works Department for creaiion of a storm water <br />management plan that addresses all concerns raised by <br />neighborhoad residents and met all cod� requirements. Mr. <br />Paschke nated the development of the private storm wa�er <br />management system and a homeowner's association to address <br />future concerns. Included in the information provided was a <br />January 25, 200b letter from the Capitol Region Watershed <br />District regarding the proposed pro�ec�. <br />Mayor Klausing questioned the City's recouarse far enforc�ment <br />if the private homeowner's association should fail to perfoz�m as <br />outlined. <br />City Engineer Deb Bloom advised that the starm water plan, as <br />pe�r code provision, required property owners to maintain those <br />structures in place; and be�ween the City and developer <br />communication, and monitoring by the Capitol Region <br />Watershed District, a maintenance agreement would be in place. <br />Counciimember Ihlan addres�ed similar concerns about the <br />City's eventual enforcement power and whether the City could <br />be held liable if the drainage system was not maintained or <br />Ron Andearson <br />Final Plat far a 10- <br />Lot, Single�Family <br />Residen�ial <br />Development 952, <br />960 and 978 Parker <br />Avenue (PF 3665) <br />
