Mayor Klausing <br />declared the mation failed for Iack of a second. <br />Councilmember Ihlan expressed cancern that this pra�ision <br />would hamper owners or rentals or owner-occupied homes, <br />particularly if elderly and/or handicapped, from selling their <br />property unless properly maintained. <br />Mr. Welsch advised that this was misleading, as it was already <br />part of the seller's full disclasure to patential purchasers. <br />Councilmember Pust concurred with staff, citing the language of <br />Section 107.5 regarding owner �urnishing disclasure ar no�ice; <br />and opined it was advantageous �ar the City so Roseville <br />properties were left well-maintained and not "flipp�d" to a new <br />owner who would be responsible foar ovearburdened maintenance. <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn opin�d that prospective adoption o�' the IPMC <br />had been consideared by variaus City Councils since mid-1990, so <br />was not being "rushed far adoption." <br />
