City Council Regular Meeting — O1I30/06 <br />DRAFT Minutes � Page 29 <br />Councilmember Pust concurring, noting that she was familiar <br />with the other commissianers seeking reappointment. <br />Ihlan moved to advertise all commissian openings to �he public <br />with a March 6, 2406 deadline; ta schedule interviews af new <br />appiicants and those reapplying that Councilmembers wished to <br />interview aftear 1V�arch 6, 2406 as appropriate; and to make <br />appointment/reappointment decisions after the application and <br />interview process was camplete. Mayor Klausing declared the <br />motion failed �or lack aia second. <br />Discussion included the interview process and procedures; <br />cancerns about the process of reappointment as a separate action <br />from appointment and lack of a full Council present tonight; <br />wrong perceptions of those commissioners seeking <br />reappointment and having to "compete" wi�h a new field of <br />applicants; commitment and valuable expertise received by the <br />City after commissioners had served several years; and the <br />hisfioric turnover for commission vacancies. <br />Maschka moved, Pust seconded, reappointm�nt of the <br />Commissioners eligible and applying for reappointment on the <br />Parks and Recreation Commission, Planning Commission, Police <br />Civil Service Commission, and Public Warks, Environment and <br />Transportation Commissions; to interview Human Rights <br />Commissioners Phillip Crump and Janet Delmore as requested <br />by Councilmember Pust. <br />Councilmember Ihlan spoke in opposition �o the motion; opining <br />tha� a full Council was noi present to express each individual <br />pref�rence; and further apposing automatic r�appointment. <br />Roll Call <br />Ayes: Pust; Maschka and Klausing. <br />Nays: Thlan. <br />Maschka moved, Pust seconded, directing staff to initiate the <br />advertising process and op�n applications for vacancies on <br />applicable commissions, beginning on Tuesday, Januaay 31, <br />2006; and closing said applicatians on March 6, 2006 at 4:30 <br />p.m. <br />
