Mayor Klausing declared the motion failed �or lack aia second. Discussion included the interview process and procedures; cancerns about the process of reappointment as a separate action from appointment and lack of a full Council present tonight; wrong perceptions of those commissioners seeking reappointment and having to "compete" wi�h a new field of applicants; commitment and valuable expertise received by the City after commissioners had served several years; and the hisfioric turnover for commission vacancies. Maschka moved, Pust seconded, reappointm�nt of the Commissioners eligible and applying for reappointment on the Parks and Recreation Commission, Planning Commission, Police Civil Service Commission, and Public Warks, Environment and Transportation Commissions; to interview Human Rights Commissioners Phillip Crump and Janet Delmore as requested by Councilmember Pust. Councilmember Ihlan spoke in opposition �o the motion; opining tha� a full Council was noi present to express each individual pref�rence; and further apposing automatic r�appointment. Roll Call Ayes: Pust; Maschka and Klausing. Nays: Thlan. Maschka moved, Pust seconded, directing staff to initiate the advertising process and op�n applications for vacancies on applicable commissions, beginning on Tuesday, Januaay 31, 2006; and closing said applicatians on March 6, 2006 at 4:30 p.m.
