��( 4;..,�.1:� ' �'�'��-� C� i���. <br />�.�.: <br />` � , j��;� �'� ) �> � �„ <br />� � �t-hJ�'.,%� �t�Z) 1_ <br />�� <br />Roseville Needs an �thics Advisory Commission <br />Mayor a�d Councii Memhers, <br />S�veral years ago a previous cau�cil formed a task force to consider revision of City <br />Resolut�on N�mber 8593 "Code of E�hics for Pubi�c pfficia�s in t1�e City of Roseville". <br />At that time there was an ethics cort�mission in Roseville as deseribed in resolution 8593. <br />Dr. David Schuitz af Hamline University participater� in the code of ethics tas�C farce as a <br />knowledgeable individual on ethical b�havior for pu�lic officiais. A copy of the draf� <br />report (datec� 23 April 2002) fram the task force is available from Dr. Schultz. <br />Alternativeiy, the draft report may be a�ailable from city staff. The re�art was �nt <br />prese�ted to tt�e co�ncil in 20fJ2 because t�e task force and the �thics commissio� were <br />disba�nded sudde�ly just before the scheduled date for presentatian. <br />I request that one the next two city counci! meetings include a presentation of the ciraft <br />repott by Dr. Schultz. I afsQ request the farmat�on af an ethics commission cansistent <br />wit� the r�commendation of the 2(]()2 task farce as pa� of thc currently pianned <br />saIieitation for applicants to fill vacancies on the other advisory comrnissions during the <br />next sev�ral months. <br />The r�eed for an ethics cammission is contentious, It has been suggested (in all � <br />sesiousness) that t�aere is no need for an ethics commission because t�ere are no ethical <br />lapses i� tt�e canduct of public nfficials in Rosevilie. I beIieve that even the t�ost <br />outstanding public nff�ciai in Roseville is capable of an ethical "slig" that might be <br />warthy of comment by an ethies commission. A complete discussion of ttte val�e and <br />respansibilities of an ethics ca►��ssion could take hours, days, or rveeks.
