It also limits the extent to which a county's ratio af its CSAH <br />money needs to eonskruction apportionment may be beIow the s�atewide average: <br />,. <br />Excess sum; apportionment sum. Defines the "excess sum" in the county state-aid <br />highway fund as money attributable to (1) motor fuel tax rates over 2� cents per gallon, or <br />propartionate rates for alternative fuels, and (2) motor vehicle lieense tax revenue <br />attrib�table to cisanges effective on or after ]uly 1, 2005, multiplied b� inflation rate. <br />�efines the "apportianment sum" as remaining money in xhe;fund. <br />Apportibnment s����formula. Makes th� existing dis�ib�ition farmtzla (10 perc�itt equal <br />distribution, 10 percent yenicle population, 30 percer�t lane-miles, 50 percent mortey <br />needs} applicable only #o the apportionanent sum. Deletes eurrent minirr�um-county � <br />language from money needs provision, which provides each county may never recei�e a <br />percentage of the zx�oney needs appartionzneni in the CSAH formula less than the <br />percentage it received in 1958. <br />Excess sum formula. Provides a new fornt�tla foar the excess sum: 40 percent �ehicle <br />population, 50 percent money needs. <br />County state-aid farmula.
