MEMQRANDUM TO: MEMBEKS QF THF' ROSEVILLE C�TY CO CTNCIL � v FRQM: AMY THLAN SUBJECT: PROPOSED AMENDMENTS TO INTERNAT�ONAL PR�PERTY MAINTENANCE CODE DATE: JANUARY 29, 2006 Attached is a list of motions for amendments to the proposed housing maintenance ordinance based on the Intez-r�.ational Property Maintenance Code. I asked through my z�nezno submitted last meeting t�at the council defer final approval to allow more time for fine tuning and az�aendments in response to concerns I raise�, and also suggested it would be useful to have tl�e HRA conduct further public hearings an the paroposed maintenance code along vvith the proposed rental Iicensing ardinance. I vvill rnake the same requests a� Monday's rne�ting. If the council goes ahead to ta�e £'znal action on the praposed ordinance, I will move tk�e follovving arr�endaments: Motion #� Substitute the Shorevievv PropeYty Maintenance Code for the International Property Maintenctnce Code. Staffhas frequently eited Shoreview as a rr�od�l to follow for both property maintenance and rental licensing and inspection. Shareview's Propearty Maintenance Code is attached. It is clear and easy to understand. �t addresses the rnajor rnaintenance issues of concern to Roseville. Most of the standards it �ncludes ap�ear to be taken directly from the rnternatior�ai Property Maintenance Code -- but thes� are restated as part o�' Shoreview's own Municipal Code, not just refexenced --- so the entire code is easily accessible to residents. This is important, �ecause the International Propexty Maintenance Code is not available to the public for free. It is also important to not� that Shorevzew daes not adopt al� ofr the IPMC enfarcernent procedures — it �as its own cornpliance provisions at the end af the code. Cocie violations are misdemeanors, not strict Iiability misdemeanors. Shoreview's code does appear to allaw interior inspections of aII housing. I•wauld propose xemo�ring this provisian. Bu� overall, Shorevie-w's Property Maintenance Code is a much more apprapriate model foar Roseville than t�.e IPMC.
