Leave existing adYninistration and enforcement ordinances <br />and policies in place. <br />As discussed above, Shoreview has adopted many of the maintenance standards fro�n the <br />IMPC, but not the adrninistration and enforcement pravisions. Hopkins is anoth�r example <br />of this -�-- see Hopkins Property Maintenance Code attached. Hopkins has its own. <br />campliance and enforcement ord'anancea in place of IMPC Chapter 1, and has also deleted <br />or amended a sigr�zficant nunr�ber of t�.e TMPC �aintenax�ce standards in Chapter� 3-7. <br />If Roseville adopts alI af the administ�ation/e�forcement provisions of tihe IMPC, the result <br />will be the creatinn of a new city department of praperry maintenance with broad pa�wers of <br />entry and inspection of aII prop�rty, and greater power to punish violatoars (thraugh <br />prosecution of strict Iiabiliry rnisdemeanors). No evidence or reasons have been presented <br />to show a need or justify this. Wl�y not foeus on upclating and st�engthening maintenance <br />standards first, and review enforcernent mechanisms if necessary afterward? <br />Motion #4 <br />Delete Sectian 101.2 (Scope) and amend it to clarify that the code applies only to exterior maintenance <br />ofowner occupz'ed structures and that inte�ior standards and inspections apply only as to rental <br />licensing requirements. <br />This wouId make the scope of the maintenance eode consistent with staffrecommendations. <br />Motion #5 <br />l�elete Section 104.4 (Right of Entry) <br />Instead, create inspection rights and procedures as part of the rentallicensing code. <br />
