Planni�� File 37Q9,� Big City Tavern & Oops Theater, 2784 Lincoln Drive, request for <br />CONDITIONAL USE PERMIT to allow "live entertainment" (dinner theater) as a use <br />utilizing ihe existing lower Pevel banquet area. <br />C�air Traynor opened the hearing and requested City Planner Thomias Paschke to provide a <br />verbal summary of the proposed project based an the staff report dated February 1, 2005 City <br />Planner Paschke explained that Big City Tavern & Oops Theater have requested a conditianal <br />use permit (CUP) to allow a dinner theater to utilize a portian of the existing lower level <br />banquet area. Section 1405.015 oithe Roseville City Code stipulates that a Restaurant Class IV <br />— Traditianal with "live entertainment and/or dancing" requires an approved CUP. The <br />current use af the premises is a permitted use under the same section af the Code. <br />I3 Because t�e site had limited parking (172 spaces) the ownez was required ta enter into <br />14 agreemants �with adjacenfi/adjoining properties far sharing off peal� hour parking. This strict <br />15 requirement was necessary to ensure that adequate (Code rec��ired) parking was achieved give�� <br />16 the multiple uses that could occur at any one time. However, since the issuance of that permit, <br />17 the owners �ave terminated their agreement with Clear Channel Communicatian and have <br />18 changed the na�ne of the restaurant and auxiliary uses to Big City Tavez�n & Banqu�t Center. <br />� 9 The business also does not have the traffic arigirzally anticipated by staff when first reviewed. <br />20 <br />21 The original s�ucture was built in 198b, is Iocated on 2.4 acres, has a Comprehensive Land Use <br />22 Plan designation of Business, is located in Planning District 10, and the property is zoned B-2, <br />23 Reiail Business District. <br />24 <br />25 The proposed dinner theater would occupy the Twin Cities Room. This banquet room <br />2b historically has been booked 30 - 40% of the a�ailable time o� �'riday and Saturday nights and <br />27 for large wedding parties — up to 200 people. The estima�ed capacity t�or Oops Theater is I04 <br />2$ peaple, which is about half of the capacity of the Twin Ci�ies Rooz�. The reduction is due partly <br />29 to the portable stage/performance area, but also to t�e design of the seating area. Oops Theater <br />30 anticipates an initial Friday and Saturday evening per%rmance (6:00 ta 10:3p); a Sunday <br />31 rraatine� (�2:00 to 4:15); and a weekday matinee (12:00 to 3:3Q), w�icla tianaes will nat typically <br />32 conflict with the peak custorner volume af the bar/restauarant. On a typical Friday or Saturday <br />33 evening the sit-down restaurant is busy between 5:00 and 8:00 p.m. while the bar has limited <br />34 patrons. After 8:00 p.m. the bar area has seen an increase in patrons while the sit-down <br />35 restaurant has seen a reduction. The <br />site I�as 172 spaces and the owners has a cantract (Edina Realty lot) for 98 spaces and verbal <br />agreements (Ford and North Suburban CIinic) for 106 spaces, for a total useable parking <br />allowance of 376 spaces, <br />
