He reviewed: <br />a. Tm�act on traffc <br />b. Impacts on parks, streets and other public facilzties <br />c. Compatibility of the site plan, intez�al circulation, landscaping and structure with <br />contiguaus properties <br />d. Innpact of ihe use on rnarket value o� contiguo�s properties <br />e. Impact on the general public health, safety and wel�are <br />f. Corr�pati�ility with the City's Comprehensive P1an <br />6.1 Bas�d on t�e information and fiindings provided in Section 4 a.zad 5 of this pro�ject report, the <br />City Planner recommended approval of a co�ditional use permit ta allow Oops Theater to <br />utilize/occupy a portian af the existing banquei area (Twin Cities Room} in the lower lever of <br />Big City Tavern, 2801 Snelling Avenue, subjeci to the %llowing conditions: <br />a. The owner {Big City Ventures LLC) must enter inta a"Prooi of Parking Agreement" <br />with the Community Developrnent Department per Section 1018.12 nf the Roseville <br />City Code. <br />� <br />c. <br />� <br />The theater must store alI props arzd displays within the building ar within a screened <br />enclasure on the premzses a�proved by the Community Development Department. <br />The theater signage will be considered separate and must m�et the requirements of <br />Section l OQ9 of �he Roseville City Code. <br />All per%rmances of ihe theater must accur indoors. <br />Chair Traynor asked the applicants or public far comments regaxding the proposal and the staff <br />report (none). <br />Member Wozniak asked if, by making extraordinary parking reqt�irerr�enis on adjacent <br />properties, shauld there be a cross walk on Lincoln Darive. Thonnas Paschke will in.vestigate the <br />requzarennents for cross walks �- there are no sidewalks along the east side of Lincoln in this area. <br />Member Boerigter asked if the shared parking requirements at�d agreeraents should be waritten. <br />and zecoarded. Mr. Paschke said there woulc� be a document o� �'ile. <br />Member White noted the theater use will increase the use af the buzlding and parking. How will <br />patron� arrive? {bus or car} Thoznas Paschlce explained that the parking demand aver time by <br />substituting the theatre for the existing events reception area. The theatre does plan on bussing <br />patrons to the site. Member Woznial� asked �iow the fenced Fard dealership would be used as <br />averflaw parking. <br />
