He reviawed: <br />a. I�pact on traffic (traffic �atterns internal to the site will change) <br />b. Tmpacts on parks, streets and other p�blic facilities <br />c. Compatibility of the sife plan, internal circulation, Iandscaping and structure with <br />con�igupus properties (changes are compatible and minirr�al) <br />d. Impact of the use on zraarket value of contiguous properties <br />e. Impact on the general public health, safety and welfare <br />f. Compatibility with the City's Co�nprehensive Plan <br />Based on the information and iindings provided in Section 4 and 5 of this project report, the <br />City Planner recomrnended approval of a conditional use permit for Jack & JilI Fresc�ool to <br />occupy up to 12,000 sq. ft. in Rasedale Square North, 2701 — 2729 Lincoln Drive, subject to the <br />follawing conditions: <br />a. The playground area must be screened to a minimum height of 4 feet. <br />b. Maintaining the southerly drive lane and/or providing documentatian that an easement ar <br />joint use ag�reernent exists oanlfor/or over the adjacent c�rive lane allowing legal delivery <br />and pick-up of gooc�s and services. <br />c. All signage meeting �he requirements of seciion 1009 of the Roseville City Cade. <br />d. All trash and recyclables being handled inside the structure — no outdoar or detached <br />trash enclosure permitted. <br />Chair Traynar and mem�er Boerigter asked for details of parking need on tY�e south side of the <br />building. The City Planner noted th� applicant could keep the lane or provide a legal access <br />document on the adjozning paroperty to the south. <br />Member White noted tl�at a one way lane would req�ire a legal access on the adjoining parcels. <br />For the drive lane, fire trucks do not need directional require�nents. <br />Meznber Wozniak asked if t�exe axe requirements �or pratective barriers adjacent to the pay <br />area. (Sta�e licenses could require this on the site pan review. Th�re is no specific requirement in <br />the City Code.) Member White explained that t�e fence should he more than 4 feet in heigl�t, <br />usuaily 6 feet. Member Boerzgter aid t�e existing Mzzazaiapple Center on Perzmeter Drive has a 4 <br />foot fence. <br />Carol Arens, day care provider, explained that the play graund fence would be 8 to 10 feet in <br />heig�t. The drive lane will be refiained. State rules require an enclasure but not a barrier. <br />Member Wozniak asked for details of t�.e playgrou�ad sur£ace. Ms. Arens said the proposal is to <br />add a"poured-in-place" rubberized tire fabric surface for the playground. <br />
