(Jack & Jill Preschoal} - seek approval of a CONDITIONAL USE PERMIT allowing a <br />10 co�aramerciai "daycare center" to locate within the multi-tenant building at 2701— 2729 Lincoln <br />11 Drive. The proposed Jack & Jill Preschool would occupy approximately 12,0�0 sq. ft. within <br />12 the structure and include certain site improvemen�s. Jack & JiII would lease the 6 tenant bays <br />13 west of Scandinavian Design, utilizing suite 105 as the main entrance. J'ack & Jill is similar to <br />14 the Mini-Apple Montessori School located in a commercial area along Perimeter Drive <br />15 <br />16 The Fire Marshal has reviewed the proposal and supports signing a portion of th� fire land <br />17 adjacent tha buiiding for "15 minute pick-up/drop-affl'. Additianally 1$ spaces in the parkin� <br />18 lot are requested to be reservedlsignec� for families with yotuag children. The proposal also calls <br />19 for a playground at the rear (sauth} af the staructure in what is currently a drive lane and parking <br />20 lat. As proposed, the playground would be a minimum of 22 Feet deep (north to south) and 108 <br />21 feet in lengtk (east to west), this use would eliminate the existing drive lane. The review by the <br />22 Fire Marshal & City Planner to detercnine whether emergency and service access is available <br />23 without utilizing #he existing drive lane ar parking fieIc� concluded that adequate access to the <br />24 rear of the structure is provided by the property to the south. Daycare centers require a CUP in a B-4 zone. <br />The City Planner concluded that the mixed �zse retail/showroom, office and reiail uses has no <br />one specific on-site parking requirerr�ent. Tlae staff assig�aed the �ighest �-equiz�ement <br />(offiice/retail @ S spaces per 1,000 sc�. ft. ieasable/retail sales area) to the rernaining square <br />footage (25,500 sq. ft. net) for a requirement of 128 spaces. When added to the requirement oi a <br />daycare center (26) ihe total required for the uses on the site is 154 spaces. The site currently <br />includes 244 spaces; thus far exceeding the requirements of the Roseville City Code. The <br />proposal to eliminate certain parking spaces along the south side af the buildir�g can be <br />accammodat�d due to the excess or surpius of parking availabie on the site. <br />All proposed riaodi�ications to the structure wii� be on the interior and require review and <br />approval by the Building Inspector and Fire Marshall prior ta the issuance of a tenant <br />improvenaent (remodeling) permit. Aside from new signage, no exterior improve�nents to the <br />structure are contemp�ated. There are na paroposed increases in the parking Iot or structure that <br />would trigger a review/permit by the Watershed or Public Works Department. <br />
