4.0 REVIEW of REQUEST: <br />4.1 Rose HiII Alliance Church seeks approval to construct two additions toialling 4,012 sq. ft. <br />Th� additions include a new handicapped accessible entzy removing a partian of the <br />interior court yard and a classroom/office/library addition on to the east side of fihe <br />existing structure requiring a parking lot modif cation. Other improvements include a <br />new courtyard and landscaping, along with the revised parking lot. <br />�.2 Rose Hill Alliance Church, originally built in 1968 and located on 2.5 acres, has a <br />Comprehensive Land Use Plan designation af CHURCH, is located in Pla�ning District <br />I 1, and the property is zoned R-1, Single Fazx�ily Residence. <br />4.3 Seetion 1004.015 permits c%urches wi�hin an R-1 District, r�vith an appraved <br />Conditional Use Permit and a 30 �oot setback from any adjaining residential <br />properfy line. <br />4.4 Rose Hill Church has a split level design. The addition to t�e main entry includes a larger <br />fayer, wider stairway, and elevator. The upper level adctifiion includes additional storage, <br />mechanical roam, and restroorn, while the lower level addition includes a coat room and <br />gathering space (outside tl�e �ellowship hall). The easterly 1,825 sq. ft. addition includes <br />two classraoms, an office, and a library (stair corridor connecting Ievels). <br />4.5 The propased additions will be setback a miniznu�ra of 30 feet from the north, sauth, west, <br />and/or easi property lines. The nort� and west �roperty lines ar� a�f�ct�d by the 30 <br />minimum setback from residential required by the City Code. <br />4.6 Section l 018.08 of the Roseville City Code requires on-site parking at a minimum of 1 <br />space far every 3.5 seats in the assembly hall. The existing 308 seat sanctuary requires a <br />minimum of 88 on-site spaces. Upon rnodifica�ion, on-site parking will be reduced from <br />111 to 109 spaces, well above the requirement af the Code. <br />4.7 The proposed building material includes brack and window glazing to �natch the e�isting <br />schaol/church and a standing seanra meta� raof far the new entry addition. �'he addition is <br />desig;ned to blend with the existing structure utilizing campatible rt�aterials and colors. <br />4.8 The overall structure has a varying height. Specifically tl�e school portzon is <br />approximateIy 1 S feet above grade, while the church is approximately 43 feet above <br />grade. The proposec� school adc�ition will match the existing building height, where as the <br />entry addition includes architectural enhancements that reach an nverall height of 26 feet <br />to the roof peak (tap). <br />4.4 T�e applicant must provide ti�e Fire Marshall az�d Public Works Department with the <br />necessary information far them to determine whether resizing of the existing uti�ity <br />services or addztional utility services are necessary to accomnaodate the classroom/office <br />and resiroom additions. <br />PF3705_ RCA_02270b.doc Page 2 of 5 <br />
