However this plan and <br />the subsequen� irnprovem�nt must receive the support of the Rice Creek Watersl�ed (see <br />attached e-rz�ail) and approval by the Roseville Public Works Department. Based an the <br />proposed increase, additional irnpervious coverage zs vezy limited and therefore assumed <br />that minimal storrn wat�r improvernents will be required. <br />�.11 Mzni�xaal grading is necessary to accammodate the twa addiiions and parking lot <br />reconfiguration. A grading plan will i�e required at the time of building permit submittal <br />that must include erosion control measures and address storm water rnanagernent. <br />4.12 The proposal includes a laridscaping plan �or t�e arevised courtyard. This plan has been <br />reviewed and approved by staff. However, a condition wili be added that this landscaped <br />area include irrigation. <br />5.0 REVIEW of CONDITIONAL USE PERMIT: <br />5.1 Section 1013.01 requires the City to consider the following crateria when reviewing a <br />Conditional Use Pearmit: <br />a. I�npact on traffic <br />b. �rr�pacts on parks, streets and ather public facilities <br />c. Compatibility of the site plan, internal circulatian, la�dscaping and structure with <br />contiguous properties <br />d. Impact of the u�e on market value of contiguous praperties <br />e. I�pact an tl�e general public health, safety and welfare <br />f. Compatibility witl� the City's Comprehensive Plan <br />5.3 Permi�ted Uses. The City Planner has reviewed the proposed impro�ements ta the <br />existing church and concluded the proposal meets these criteria. Specifically, the <br />constr�zction nf a new handzcapped accessible entry, restrooms, office, lihrary, and <br />classrooms, are permitted in an R-1 Disfrict by issuance o� a Conditional Use Permit. <br />5.4 Traffic. The new additions will not significantly increase traffic an Rnselawn Avenue or <br />require ac�ditional public facilities. Traffic counts in 2Q01 on Roselawn A�venue in i�e <br />vicinity of the church properry 2,600 vehicles {west af Cleveland) and 2,40Q vehicles <br />(east of Cleveland}. The 2010 traffc estiznate for this section of road estimates an <br />increase to 3,100 and 3,500 vehicles respectfully and the 2020 estirr�ate indicates an <br />increase to �,250 and 3,75Q respectiully. T�e capacity of Roselawn Avenue per lane is <br />4,000 ta 5,000 vehicle trips per day. <br />5.5 Compa#ibility. With proper exterior building treatment, drainage, and landseaping, the <br />building will not have an impact on surrounding property or values. <br />5.b Health Safety.
