5.7 Catuprehensive Plan. As a church, the project is a cornpatible use with the <br />Coz�pareher�sive Plan designation as a civic use. <br />6.0 STAFF REC�MMENDATIQN: <br />6.1 Based on the information and �ndings provided in Sectian 4 and S ofthis project report, <br />the City Planner recornrnends approval of a CONDITIONAL USE PERMIT to allaw the <br />constructian of twa aciditions af appraximately 4,012 sq. ft. to the existing church and <br />sc�oal for Rose Hill Alliance Church, 2105 Roselawn Avenue, subject to the following <br />conditions: <br />A. The site being developed per the si�e plan in the application dated November 11, <br />2005. <br />S. The church entry and sclaool addition, and associated impravements being limited <br />to a footprint not exceeding 4,200 square feet. <br />C. The worship center and associated addition/improvements being co�nprised of <br />brick, metal trim, and metal or aluminum window and doar frames tk�at <br />blend/complemeni the existing b�zilding, ar concarete �re-cast panels, <br />architectura�ly designed to blend/compliment the existing building. <br />D. The submittal of a garading;/drainage/erosian/storrri water rr�anagement plan for tl�e <br />site to the Rice Creek Watershed %r review and camment and to the Roseville <br />Public Works Department for review and approval. <br />E. The entry additian shall be lirnited to a maximurn h�ight of 28 feet from grade, <br />while the classrnam/afficellibrary addition shall �natch the existir�g buzlding <br />height (18 feeij fram grade, <br />F. The existing trash dumpster {adjacent to detached accessary structirre in rear yard) <br />shall be screened from view. Section 1010 (Design Standards) aliows the <br />dumpster to be screened by installing a solid board-on-baard fence and gate. <br />G. All HVAC equipment and emergency power generation (if conterr�plated) shall be <br />screened �'rom vi�w. �ection 1010 (Design Standards) allows such �nechanical <br />devices io �e screened by installing a solid board-on-board fence <br />H.
