Pianning File 3705: Rose Hill Alliance Church, 2105 Roselawn Avenue, request for a <br />CONDITIONAL USE PERMIT to allow the constxuction ofto additions to the existing <br />church and school — including a new handicapped accessible entry and additional <br />classraam/office space <br />Chair Traynor opened the hearing and requested City Planner Thomas Paschke to provide a <br />verbal summary of the proposed project based on ihe staff report dated February 1, 2006 <br />Planner Paschke explained that Rose Hill Alliance Churc� seeks approval to construci two <br />additions iataling 4,012 sq. ft. The additions include a n�w handicapped accessible entry <br />removing a portion of the interiar court yard and a clas�room/office/library additian on to the <br />east side of the existing str�cture requiring a parking lot modification. Other improvements <br />include a new courtyarr� and landscaping, alang with the revised parking lot. Rose Hill church <br />has a split Ievel design. Tl�e addition to the main entry incl�zdes a largear foyer, wider stairway, <br />and elevator. The upper Ievel addition includes additional starage, mechanical room, and <br />restroam, while the lower level addition includes a coat room and gathering space (outside the <br />fellnwship hall}. The easterly 1,825 sq. ft. addition includes tr�vo classroams, an office, and a <br />library (stair cflrridor connecting levels). <br />20 Rase Hill Alliance Church, originally built in 1968 and located on 2.5 acres, has a <br />21 Comprehensive Land Use Plan desigzaation of CHURCH, is �ocated in Planning District 11, and <br />22 the property is zoned R-1, Single Family Residence. <br />23 <br />24 A� of 1998, the Code was changed in Section 1Q04.015 ta permit churches within an R-1 <br />25 District, with an appraved Conditional Use Permit {to determine impacts) and a 30 foot setback <br />26 from any adj oining resiciential property line. <br />27 <br />28 The propased building material includes brick and window glazing ta match the existing <br />29 school/church and a starzding seam metal raaf for the new entry addition. The addition is <br />30 designed to blend with the e�isting strtzcture utilizing compatible r�aterials and colars. The <br />31 o�erali structure has a vazying height. Specifically the school portion is approximately 18 feet <br />32 abo�e grade, while the church is approximately 43 feet above grade. The <br />submittal includes a discussian on storm water ananageznenfi. Hawevex this plan and th� <br />subsequent irnpravement must receive the support of the Rice Creek Watershed and approval by <br />the Roseville Pu%lic Works Department. Based on the praposed increase in very limited <br />additional imp�rvio�s coverage, it is assumed �hat minirnal storm water iz-nprovements will be <br />required. Minimal grading is necessary to accammodate the two addiiions and parking Iofi <br />reconfiguration. A grac�ing plan will be rec�uired at the time of building permit submittal that <br />must include erosion control measures and address storm water management. The proposal <br />inciudes a landscaping plan %r the revised courtyard.
