What Does the Cit� Code Sa� about Parkin�? <br />The City Code has many pravisions on paarking. <br />C.1 �n very short summary, the Code says thi� about parking on private residential prop- <br />erty: <br />• Junlc cars are prohibited nuisances; the car must be operable and c�urrentl� licensed. <br />• Parking rnust be on paved suarfaces, not on grass or dirt. <br />• Each space znust be a nni�liznum of 9'x18' in size. <br />• In an R-1 zone, two spaces are required for each single family hnme (and can be ei- <br />ther in a garage or outside). <br />• In all other "R" zones, parking must be 2 spaces per dwellir�g unit, one of which <br />z�ust be cover�d. <br />• Senior housing requires i covered space per c�welling, plus visitor space. <br />• The driveway may be up to 26 feet wide at the front property line but can be larger <br />within the yard, provided there is roam within the 30% impervious surface maxi- <br />mun-� an each �ot. <br />• The drive must be 5 feet froz�n the side lot �i�e. <br />• Where there are rnore tha�� b parking spaces, they must be screened from adjoining <br />residential properties,. <br />C.2 In very short summary, the Code says this about parking an public streets: <br />• Parking is prohibi�ed on public streets after 2" or mare of sno�nr has fallen and until <br />the street is plawed curb-ta-curb. <br />• Abandoned, junk, or inoperable vehicles cannot 3�e parked on the street or right-of- <br />way. <br />• The Code also prohibits par�ing on stree�s in such a way that may impede the flow <br />of �raffic. <br />• Vehicles with a carrying capacity of greatear than ane ton are restricted from parking <br />on streets far more than two haurs, unless heing used for specific purposes or activi- <br />ties. <br />• The Code authoxiz�s par�Cing tinr►e restrictions be camm�nicated through signage. <br />• Given the bulleted restrzctions abave, vehicles may park on public s�reets any�ime <br />other than where restricted by specific signage. <br />D. Can A Consensus $e Reached On I'ar�in Issues? <br />Parking, li�Ce traffic congestian and weeds, is a perennia� issue. Reasonable people can, do, <br />and wil� differ. Parking regulations have developed and evolved over many years in re- <br />sponse to co�tp�aints and actio�s by th�s Council and many ofher councils, here and in <br />other cities. At no time has there been a cansens�s abauf parking issues; instead, there is <br />mare of an equilibrium where councils and staff have sough� to do wha� appears to them to <br />be best for the community at large. <br />
