What Has Rose�ille Dane Recently Aboui Parki�.g I�sues? <br />The Public Works, Environment, and Transportat�on Commission rece�tly studied a sea- <br />sonal(winter) parking ban on overnight parking. After studying the issue, including a re- <br />vie�c�+r of parking regulations in othe� cities, they decided not to recommend any changes to <br />Rnseville's avernight parking situation. <br />In November 2004, the Planni�lg Comrrtission and the City Council addressed parkir�g is- <br />sues associated with boats, boat trailers, RV's and Fifth-Wheels. The Council concurred <br />that the Code uses older terrninology that requires sorne adminis�rative discretion. A re- <br />view of other communities for RV regulation �xr�iformity was not conclusive; there are dif- <br />ferences from commur�ity ta community. The d'rrection from the Counci� was to contir�ue <br />to educate residents and to continue �o d� what had been the operating procedure of allow- <br />ing the larger RS1s to remain an the driveways, nat requiring them to tear up the turf to <br />park thern in ihe rear yards. The Council recognized fhe potential community constexna- <br />tion over �anning speci€ic types or sizes of RV's. <br />F. What Would A Com�rehensive Review Of Parking Regulations Entail? <br />It depends on who undertakea the review and how comprehensive it is. �taff is not in a <br />position to undertake such a review; aur plate for 2006 is full trying to carry out the tasks <br />the Council has alreacly set forth for us in the 200b budget. <br />Whoever were to undertake such a review can anticipate multiple meetings involving dif- <br />ferent areas nf the City. We would imagine these rneetings would be preceded by notice to <br />residents abaut the subject of the meeting. Various persons who are unhappy with a cur- <br />rent ar �ast �arking situation wiil prabably use the occasion to describe fheir concerns. For <br />every �erson �vha is unhappy there will b� oth�rs who are satisfiecl ar vvho �rauld object to <br />the ideas presented to change the status quo, Narmally, however, persons who are satis- <br />fied with the status quo will nat show up initially; but if the status quo were proposed �o be <br />changed, then those who are satisfied with the status q�o would in alI fairness want addi- <br />tional meetings tn be held so they can evaluate and possibly object to the propased <br />changes. <br />G. What Does Staff Recommend? <br />Because ane size does not necessarily fit all in parking situa�io�s, staff recomznends a case- <br />by-case approach to parkiang parob�ez�s: <br />A person brings farth his specific complaint. Staff sees if the currenfi <br />Cade applies. If it does, we enfarce the Code. If it daesn't, we determine <br />wheth�r there ar� nan-Code ways to addxess the situation that can be <br />zr►ade to wark for aIl coneer��ed. When our experience with parking <br />complaints and solutions iells us it may help a majarity of our residen�s, <br />staff will bring specific recommendations �o �he Public Wor�CS Commis- <br />sion and ta the Cauncil to change the parking regulatioz�s in the City <br />Code. <br />
