Additianally, Staff recommer►ds that in whatever City Counc�l goal-setting process you <br />embark upon, Cauncil may wish to see where parking issues fall among the large number <br />of issues compe�ing for your time, attention, and City resources. Tn that regard, you may <br />prefer to dig one we1160 feet deep and hit vvater rather than dig 10 wells six feet deep, raise <br />unrealistic expectations, waste time and money, and leave a worse situation than when you <br />staartecl. <br />iIi. RECOMIVIENDATION <br />For these reasons, staff xeca�me��ds the City not undertake a camprehensive review of <br />parking regula�ions at this time. <br />IV. ADDENDUM <br />If the underlying concern is really al�out college students parking on fhe Snelling Service <br />Drive, and now on Asbury Street, then let's address ihat specific situaiion. <br />To recap, last Fall residents of the Snelling Service Drive north of Lydia complained fo <br />Councilmember Kaugh about Northwestern College students parking overnzght on this <br />segz�ent o� public street. Qn September 19, 2005, residents from one hame on the Snelling <br />Service Drive appea�ed at �he Cauncil study session and voiced these compTaints. {The <br />Council also received a Ietter from a seco�d residence echoing these complaints.) Public <br />Works Director Duane Schwartz sard we could put signs an the Snelling Service Drive <br />north of Lydia that prohibit avernight parking, but it would just chase the students to other <br />sireets in ihe area. Council unanimously agreed ta erect the signs, and that was done. <br />(Minutes attached.) <br />Novv, in light of the no overnight parking ban on the Sne��ing Service Dzive, apparently <br />some siudents are occasionally parking overnight on other publi� streets, in�luding As- <br />bury. I� staff's view we have two aptions: Retreat ar Advance. We can retreat by taking <br />down the "No Overnight Par�Cing" signs on the Snelling Service Drive that have chased the <br />students to other streets. Taking the signs down will probably elirninate coliege students <br />parking on Asbury but irritate fhe ariginal complainants on Snelling Service Drive. <br />Or we can advance by erecting no parking signs an Asbury Street with whatever restriction <br />the Council ox the residents want. {Probably no overnight parking, as on the Snelling Ser- <br />vice Darzve signs.) However, some Asb�ry residents wham we haven't heard from yet may <br />think the no parking sigz�s �hemselves are obtrusive. They may also feel ihey aren'f l�ofh- <br />ered by the few vehicles that axe occasionally parking overnzght {in front of so�x�eone else's <br />house). In addition, no parking restrictzons apply to everyone, including residents ar�d <br />their own guests, as well as callege students. Mareover, parking restrictions on Asbury <br />may chase the stude�ts to another sfreet. 8ut, at some distance away from No�thwestern <br />College, studen�s will naE zz�ake the walk to �heir dorm roam on caz�pus ar to their apart- <br />ment off-campus an� ihey will find sazne other place for �heir vehicle. <br />0 <br />
