MEMORANDUM <br />TO: MEMBERS OF TH� ROSEV�LLE CITY C�UNC�L <br />FROM: AMY �HLAN <br />SUBJECT: PR�PQSAL FOR A PARKING STUDY TASK FORCE <br />DATE: FEBRUARY 7, 2006 <br />Although resident complaints about parking are increasing, neither the recently adopted <br />prc�perty maintenance cade nor the proposed rental licensing eode ir�clude any provisions <br />dealing with parking issues. I propose that the cauncil create a parking study task force, <br />which would be charged wifh a camprehen�ive review of Roseville's parking-related ordi- <br />nances and policies, and trying to develop a cornmunity eansensus about ho�v our �ity <br />code should be updated to address parking concerns. The task farce could study on and <br />o££-street parking problems across the entire community (including on-site vehicle siorage, <br />parking policies for businesses in ar adjacent to residential neighborhoods, student park- <br />ing, an-street parking policies, and parki�g policies/Iirnits far rental or ather rnulti-vehicle <br />properties} to identify issues Rosevz��e needs to addaress. The task .force could also look at <br />other cities' parking ordinances for ideas and solutions, and make recominendations to the <br />city council for possible code amendments. <br />In additian to representatives from the city cauncil, staff, and appropriate citizen eommis- <br />sions, the task farce should include neighborhood representatives from across Roseville <br />and be open to any members of the public who wish to partzcipate. <br />
