City Council St�rdy Session — 09/19/05 <br />Minutes - Page 9 <br />Councilmem�er Ihlan opined she would be in favor of �ooking at <br />the process; and questioned other types of prosecutions where <br />the City Council made the u�timate decision. <br />City Attonley Squires noted ihat, under normal circumstance�, <br />the City Council hired a prasecutor to prosecute; and ihat it was <br />extraordinary �`ox a City Council ta hald pros�cutorial authority; <br />and further noted that, under either process, staff still didn'i <br />make the determination to go to court, that they referred a case to <br />the City Prosecutor �ar their determination and advice as to <br />whether to proceed or no�. <br />After further discussion, �taff was directed to bri�ig the matter <br />before the Council for further consideration to eliminate that <br />pravision, making the City Attorney, not the City Council, the <br />determining party. <br />5. Discuss Parki�ng Palicies regarding East Snelling Service Parking Policies <br />Drive North of Lydia East Sne[ling <br />Mayor Klausing welcomed Mr. and Mrs. Zahradka, and sought Serviee Drive <br />information regarding resid�ntial concerns in the area. Narth of Lydia <br />Maynard and Rosemary Zahradka, 3�OG Sneiling Dri�e <br />Mr. Zahradka noted that they had resided in their home for 47 <br />years, and since parking had been allowed on the west side af <br />East Snelling Drive (north of' Lydia}, it had crea�ed undue <br />hardships �'or residents. Mr. Zahradl{a noted the problem was <br />angoing and was created by studen�s fron� Northwestern Coll�ge, <br />same who actually lived in doarms on campus, but parked along <br />East Snelling Drive, due to a shortage of parl<ing on campus. <br />A lett�r from Eva and Steve Zarn, dated Sept�mber 13, 2005, <br />was also included, requesting a change in parking status along <br />East Snelling Drive. <br />Discussion included extensian of the problem area alon�; East <br />Snelling Drive from C-2 to Lydia; volum� of parking on stree�s; <br />separate issue of noise; possible sol�ztians via "No Overnight <br />Parking" or "No Pa�king" signage and enforcement in the area; <br />permit paarking; snowplowing problems; narrowness of street; <br />
