City Council S�udy Session — 09/19/05 <br />Minutes - Page 11 <br />that, additional costs and enfarcement consequences would be <br />realized by the City'� Police Department in an already tight <br />budget and personnel situation. <br />Mrs. Zahradka noted that when parking was permitted on the <br />east side previously, issues with blocked driveways, mailboxes <br />and garbage pick up were ongaing; �hus the attempted salution �o <br />the wes� side of the Drive. <br />Further diseussion included mechanisms for the college ta <br />en�orce (�hrough their awn ticketing or priva�e security) and <br />imp�icaiions wzth pxivate security enforcing public streei <br />concerns; current system of students living off-campus not <br />required to register their cars; the need far every studen� owning <br />a car to have a permit; and the need for an immediate response <br />fram the City. <br />Councilinember Ihlan noted that the Zorn's had mad� contact <br />with Northwestern Co�lege to find a solution, but had been <br />referred back to the City. Councilmember Ihlan opined ihe City <br />needed to find an immediate solu�ion, and then a long-term <br />solution and pursue discussions with the college ta better <br />regulaie parking on and off campus. <br />Further discussion included en�orcement of snowplawing <br />violators; lack of City infrastructure in issuing parlcing permits; <br />other situations within the community; and no restrictions for <br />s�reet parking, as long as the vehicle is operabie. <br />Staff was directed to make door-to�door contact with resid�nts <br />on East Snelling Drive, between Lydi� and Brenner <br />(approximately 10 homes) to determine their expearience, and io <br />implement a experimental "No Overnight Parking" signage <br />program to deiern�ine their reaciion. <br />Staff was �urther directed to open dialague with Northwestern <br />College representatives to find a long-term solution beneficial <br />and amenable �o all parties. <br />Recess Recess <br />Mayor Klausing recessed ih� meeting at approximately 8:02 p.m. <br />
