City Council Study Session � 09/19/05 <br />Minutes - Page 10 <br />parking for long periods of time or relocation o� vehicles during <br />police enforcement; and problems created far residents seeking <br />guest parking. <br />Public Warks Director Duane Schwartz provided staffi's <br />perspec�ive, no�ing that with pasting "No 4vernight Parking," <br />signs, the problem tended to ju�t shzft to anather neighborhaod <br />and discauraged that at�empted salution. Mr. Schwartz noted <br />that the apartment camp�exes along East Snelling Drive didn'� <br />have enough oif-str��t parking ta accommodate students housed <br />there; and reviewed previous conversations with Nor�hwestern <br />College s�aff related to parking concerns. Mr. Schwartz noted <br />ihat the college discouraged freshmen from bringing cars to <br />campus their first year; and that they i�sued parking permits on <br />campus on a priority basis. Mr. Schwartz noted that, while long- <br />term plans for the college included 1 ar 2 parking ramps, they <br />were nat an the immediate horizan. <br />Further discus�zon inc�uded solutions and unintended <br />consequences; and po�ential solutions ta have a neighborhoad- <br />w�de parking ban, and the imp�icatians for residents with their <br />guests' off-street parking needs. <br />Councilmember Maschka noted that, parking notwithstanding, <br />the biggest problem was ane of safety, and citied observations <br />and problems with running buses down East Snelling Drive and <br />imposition� to other iraffic, in additian to the neighborhaod. <br />Councilmember Ma,schka had observed that parking lots around <br />buildings an campus and at KTIS Radio were not �'ull, and the <br />College should be directed to assign parlcing spots to students <br />with cars to get �hem off the streets. <br />Mr. 5chwaz-tz noted that staff had discussed overflow parkzng <br />issues with college representatives several years ago. <br />Mayor K�ausing questioned wheiher getiing residents, college <br />representatives and staff together �o determine solutions would <br />be con�ttuct�ve or fiiti�e. <br />City Manager Beets noted that for a long time, there had been <br />"No Parking" on Snelling Servzce Drive.
