It is ofi the utmas� impar- tance for communi�ies tc� attempt to deaf with the franchising process and with subsequent regulatinn nf cab�e t�levision in a manner best serving t�e public interest. Th[s will necess€tai:e an in-depth study as to what would be the best pracedure for �he parties ta folfow in granting franch€ses and aciministering them. The general pur�ase of this agreerr�en� is to provide an organiza- tion which can caa�dinate for the parties to this �greement an approach to the franchising and regulatary process. 8y joint and caoperat�ve action the parties can share in tf�e exper�se of suct� stur�y, can develop a uniform a�praach to th� matter of franchising, � and can explare the possibifities of joint ar common �ctian on a per- manent �asis.
