Consider Chickens & Bees in Residential Areas <br />Community Development Director Dennis Welsch p�esented <br />background in�ormation and changes in City Code, Section <br />407,02 that needed updating due to ihe evolution of the <br />community from its former rural nature to it's �nner ring, urban <br />nature at this �ime. <br />Mr. Welsch noted that City Code currently exempts poultry fram <br />being nuisances; doesn't meniion bee�, which are generally <br />considered an agrarian crop; and noted various staff questions <br />and issues in interpreting eode (i.e., If a chicken is not a farm <br />animal, is it a pet or exotic animal? and "How do we adminis�er <br />complaints r�garding this issue?) Mr. Wel�ch noted that staff <br />routinely received a number o� complaints regarding chickens <br />and roosters, arelated to unfounded fear, general noise, smell and <br />the number of chickens kept on site. Mr. Welseh noted that the <br />Ciiy of Roseville is one of on�y a f�w remaining suburbs not <br />addressing this issue; and noted additianal code interpretations <br />related to trespassing and animal waste runoff; and potential <br />serious health p�roblems with children residing near producing <br />bee hives. <br />Because of the heal�h and safety issues identif ed in the staff <br />reporr dated February 13, 2006, siaff recammended code <br />am�ndm�nts adding bees and poultry ta the iist of fann animals <br />prohibited from being kep� or raised in the City, or at a <br />minimum, limiting the number per pr�perty (one), establishing <br />conditions requiring enclosures and separation, and defining <br />them as pets to be ad�liinistered by the Police Department and the <br />Humane Saciety. Staff further recommended pursuit oi <br />additxonal study by an expert group to provide direction for eode <br />Chickens & <br />Bees in <br />Residential Areas <br />
