City Caunci[ Regular Meeting — 42/13/06 <br />DRAFT Minutes - Page 17 <br />Reconstruction prajects proposed inciuded Sou�h Owasso <br />Boulevard (from Dale to R�ce Street); Ros�lawn Avenue (from <br />Snelling to Hamline Avenu�); Lavell Street (Chatsworth Street <br />to the cul-de-sac}; Chatsworth Street (form Grandview ta <br />Lovell); and Ten�inal Road (from St. Croix to Walnut Street}. <br />PathwaY and Parking Lo� Rehabilita�ion <br />Mr. Schwartz areviewed propos�d pathway and/ar parking lot <br />rehabili�ation project�, including the County Road C pathway <br />{from Ox�ord ta Victoria S�reet); Langton Lake pathway; <br />Lexington Avenue Pathway (from County Road D ta Coun�y <br />Road �-2); Villa Park parking lot; and overlaying of a portion of <br />the Public Works maintenance yard. <br />Intera ene Partici ation <br />Mr. Schwartz reviewed proposed interagency projec�s, including <br />County Road C(from Snelling Service Drive to Qxford Stz-eet); <br />the Cleveland Avenue and County Road B intersection; a thin <br />overlay of County Raad D{from Cleveland to Fairview <br />Avenue); and a�hin ov�rlay of County Road B(from Cleveland <br />Avenue to Highway 280). <br />Mr. Schtivartz noted that earlier today, Ramsey County had <br />opened the bids on the Highway 2$0 project, and th�y were <br />excessi�ely higher than the engineer's �stimates; necessi�ating <br />consideration of other options. <br />Discussion �ncluded prajected closing of the access at Highway <br />280; pedestrian improvemen�s; �otential turnback o� Cleveland <br />Avenue and needed reconstruction; Jame� Additian status and <br />future, including possible grant funding application�; and <br />propos�d major water connectinn impacting reconstruction of <br />Roselawn Avenue. <br />Mr. Schwarrz reviewed the specific funding sources and cast <br />estimates far each location and project; at an estimated total cost <br />of $4,] 3a,282.30. Mr. Schwartz noted thai increases in bids <br />were anticipated due to rising energy costs; but sought Council <br />auihorizatian ta prepare plans and specifications for at least a <br />portion of �he projects outlined. <br />
