City Council Regular Meeting — 02/13/06 <br />DRAFT Minutes - P�ge 25 <br />City Manager Beets respect�ully reviewed his conversations with <br />Counci�member Ihlan's friend and the limited information <br />provided. <br />R41I Call <br />Ayes: Pust; Maschka and Klausing. <br />Nays: Kough and Ihlan. <br />Mayar Klausing expressed his preference that this would serve <br />as a positive experience; and that while not a unanimous vote <br />t�ai it be given suppart by the entire Council and by each <br />individual Councilmember; opining �he results may be a surprise <br />to all involved. <br />Staff was dir�cted to solicit available dates of Councilmembers <br />for participatian; with Councilmembears Pust, Maschka and <br />Mayor Klausing expressing their availabiiity on the upcoming <br />Fresident's Day Hc�liday, February 20, 2006. <br />12. Council Discussion on Planning for the 2�07 Budgeting Discussion on <br />Process Planning for �he <br />2007 Budgeting <br />AND Fracess AND <br />13. Discuss `Budgeting for Outcomes" Discuss <br />Councilmembear �hlan, via Bench Handout dated February 12, "Budgeting far <br />200b and entitled, "Discussion Items — 2007 Budgeting Process," Outcomes" <br />attempted to initiate discussion regarding the budget process. <br />Mayor Klausing sugges�ed that this discussion be incorpoarated <br />with City Manage Bee�s' discussion outline relaied ta budgeting <br />for outcomes based an the co-auihor David Osborne's � 993 book <br />entitled, "Reinventing Governm�nt: Haw the En�repreneuria� <br />Spirit is Transforming the Publie Sector;" and 2Qa4 work with <br />St. Paul resident and author Peter Hutchinson entitlecl, <br />`Budg�ting for �utcomes: Getting the ftesults We Need in the <br />Age of Permanent Fiscal Crisis." <br />Mr. Beets reviewed the concepts of the books revolv2ng araund <br />four major activi�ies: setting the price o£ gavernment, setting the <br />goals of government, spreading the price of gavernment across <br />those goals, and buying resul�s. <br />
